KHORDHA, OCTOBER 4: The Khordha district administration has launched a special voter enrolment drive to identify eligible citizens whose names were left out of the final electoral roll following the Special Intensive Revision (SIR), while simultaneously facilitating registration of young citizens eligible to become first-time voters.

The special campaign is being conducted in Odisha in accordance with the directions of the Election Commission of India with the objective of ensuring that no eligible citizen is denied the opportunity to exercise the right to vote.
Under the drive, eligible citizens whose names are not included in the electoral roll can apply for enrolment through Form 6 under the existing procedure. Significantly, those whose names were omitted from the final electoral roll during the SIR process will not be required to furnish details relating to the 2002 electoral roll while submitting Form 6 for re-enrolment.
The applicants will also not be required to provide information on whether the names of their parents or grandparents figured in the 2002 electoral roll. The additional declaration seeking such information has been removed from Form 6, enabling eligible persons to seek re-enrolment through the normal procedure without furnishing any such details.

However, submission of Form 6 will not automatically guarantee inclusion in the electoral roll. The applications will undergo the prescribed scrutiny and verification process, including verification of the applicant’s eligibility and the information and documents furnished.
Election authorities will take a final decision on inclusion only after completion of the mandatory verification process in accordance with the provisions of law and rules governing electoral registration.

As part of the campaign in Khordha district, Booth Level Officers (BLOs) will undertake door-to-door verification and contact eligible persons whose names were left out of the final roll. They will also reach out to young citizens eligible for first-time registration and assist them in completing the enrolment process.
The exercise will particularly focus on persons whose names were excluded during the SIR process on account of reasons such as absence, shifting of residence, death or duplicate entries. Wherever required, the BLOs will verify relevant records and documents and guide eligible citizens in completing the formalities for inclusion.
The special drive will also cover all eligible young men and women who attained the age of 18 years as on October 1, 2026. Such eligible citizens can apply for inclusion in the electoral roll by submitting Form 6.
According to election authorities, a comparison of the pre-SIR electoral roll with the final electoral roll will be undertaken to identify eligible new voters as well as persons who may have been left out despite being eligible.
The eligible voters identified through the exercise are scheduled to be included in the electoral roll by October 31, 2026, following completion of the prescribed verification and approval process.
The BLOs will subsequently share detailed information on the identified voters with the Booth Level Agents (BLAs) on November 2, 2026. Electoral Registration Officers (EROs) will also communicate relevant details of the exercise to representatives of political parties.
The district administration said the campaign is intended to strengthen the accuracy, transparency and inclusiveness of the electoral roll following the SIR exercise. It has appealed to eligible citizens to come forward and complete the enrolment process and urged BLOs, BLAs and representatives of political parties to extend cooperation for ensuring comprehensive voter registration.
The administration has also emphasised that every application will be examined in accordance with the prescribed rules and that inclusion in the electoral roll will take place only after completion of the mandatory verification process.
