Enabling Bill Discounting through TReDs
Raising and Accelerating MSME Performance  (RAMP) held

Khordha–:25/9-The Micro, Small and Medium Enterprises (MSME) Department,Government of Odisha, conducted the Outreach and Awareness Workshop for MSMEs under theRAMP initiative on “Bill Discounting through TREDS” in Khordha.The programme focused on enabling micro and small enterprises to access timely, collateral-free working capital against accepted invoices, positioning TREDS as a practical alternative to traditional cash credit
and overdraft facilities.

Additional District Magistrate, Khordha,Pratap Chandra Beura preside over the meeting &  set the context by highlighting the persistent challenge of maintaining balanced working capital among MSMEs, with cash often locked in receivables despite healthy order books. He underscored the potential of new-age supply chain finance solutions-especially bill discounting enabled by TREDS-to bring predictability to cash flows, reduce reliance on CC/OD limits, and strengthen payment discipline across value chains.ADM,Mr. Beura also reiterating the Department’s commitment to simpler, faster, and more transparent access to finance for MSMEs. He emphasized the alignmentbof TREDS adoption with on-time payments, ease of doing business, and the creation of a resilient
inclusive industrial ecosystem.Subject matter experts from Invoicemart, an RBI-approved TREDS platform, led the technical
session.The deliberations covered the RBI framework and participant eligibility, roles of suppliers,buyers, and financiers; onboarding and KYC requirements; the end-to-end transaction flow from invoice upload and buyer acceptance to financing and settlement pricing and cost elements;settlement cycles and responsibilities legal documentation and digital signatures and risk controls and best practices. A dedicated Q&A addressed operational queries on documents,
timelines, and coordination with buyers.

Resource person Mr. Satyajit Sahu, Relationship Manager, Invocemart, Mr. Amitav Dipti Bhatta, Consultant, MSME, Mr. Debadatta Dhir Bisoi Consultant Start Up Odisha have been provide training to the Entrepreneur of the district who were attend the program. Mr. Om Prakash Satpathy, Co-Ordinator district investment promotion agency Khordha organized the meeting.

The General Manager, District Industries Centre, Khordha, concluded the programme by outliningbimmediate next steps. The DIC, in coordination with the RAMP-SPIU and Invoicemart, committedbto facilitate MSME onboarding, streamline buyer acceptance processes, and circulate a simple checklist and contact points to help enterprises begin transacting on TReDS. Participants were
encouraged to start with a few accepted invoices, build familiarity, and scale usage to improve liquidity.The MSME Department reaffirmed its support for Khordha’s MSMEs in adopting structured, digital financing mechanisms under RAMP, with the objective of accelerating cash cycles, enhancing competitiveness, and strengthening the district’s industrial ecosystem.
